Charles William Paddock, known as Charley Paddock, was an American track star who competed for the University of Southern California and was a two-time Olympic sprinting champion. In his professional career he became a nationally known sports journalist and eventually managed a string of newspapers. In 1981 he was portrayed in the award-winning film Chariots of Fire, which tells the story of the 1924 Olympic Games. The source lead gives no birth or death dates and names no individual race results, so those details are left for later depth work rather than guessed here.
