In 2003 he was part of the Laois team that won the All-Ireland Minor Football Championship title for the first time since 1997, and in 2004 he was part of the minor team that won the Leinster Minor Football Championship. The following year he travelled to Australia with his colleague Colm Begley to undergo a trial for the Brisbane Lions in Australian rules football. In 2006 he returned to Ireland and was part of the Laois team that won the Leinster Under-21 Football Championship, graduating to the senior team later that season and forming a successful midfield partnership with his club colleague Pauric Clancy. In 2007 Laois retained the Leinster Under-21 title with Quigley starring at midfield as they beat Offaly.
