The Russian Olympic Committee (ROC) is the National Olympic Committee for Russia, founded in 1911 in its original Imperial Russian form and reconstituted in 1992 following the dissolution of the Soviet Union, headquartered in Moscow. It has organized Russia's Olympic participation including the 1980 Moscow Summer Olympics and 2014 Sochi Winter Olympics, and in the 2020s its athletes competed under neutral designations rather than the Russian flag following international sanctions connected to state-sponsored doping findings and geopolitical suspensions.

Why have Russian athletes competed as neutral athletes rather than under the Russian flag?
A sports ban meant the team could not use the Russian name or flag for two years.
After the World Anti-Doping Agency banned Russia from international sport in December 2019, the Court of Arbitration for Sport reviewed the decision, and for a period of two years the team could not use the Russian name, flag or anthem. It had to present itself as neutral athletes or a neutral team, though uniforms could display Russia and the colors of the Russian flag.
