We the People is a card-based board wargame published by Avalon Hill in 1993, designed by Mark Herman to simulate the American Revolutionary War. One player commands the American forces and the other the British, and the game is historically significant as the first wargame to use a deck of cards as its primary mechanism for controlling the pace, tempo and available actions of play rather than relying purely on dice and fixed unit activation. This card-driven approach, built around area movement and battle cards tied to real events and personalities of the Revolution, proved influential and was later extended into the long-running Great Campaigns of History and COIN wargame series that adopted the same card-driven structure for other historical conflicts.
