Victory at Sea, subtitled World War II Naval Combat Game, is a set of tabletop wargaming rules for simulating naval combat of the Second World War, published by Mongoose Publishing in 2006. The rules are presented in a two hundred six page hardback book, of which the core ruleset makes up roughly a fifth of the content, with the remainder given over to historical scenarios, linked campaigns, ship rosters for the era's major navies, and illustrated ship counters that players can photocopy or replace with commercially produced plastic miniatures. The game is designed around a ground scale of 1/1800, letting players refight historical engagements and hypothetical actions with fleets built from the included roster material.
