Modern Conquest and War Games

Seapower & the State, subtitled A Strategic Study of World War Three at Sea 1984 to 1994, is a Cold War era board wargame published by Simulations Canada in 1982. The game simulates a hypothetical global naval war between the North Atlantic Treaty Organization, joined by Japan, and the Soviet Union, projected roughly a decade into the future from its publication date. One player commands the combined NATO and Japanese battle fleets while the opponent directs Soviet naval forces, deciding fleet deployments, convoy protection and open ocean engagements at a strategic rather than tactical scale. As a strategic level study rather than a single battle recreation, it reflects the broader wargaming interest of the early 1980s in imagining how a real Cold War could turn hot at sea.
