Napoleon at Bay, subtitled Prelude to Waterloo: The Campaign in France, 1814, is a two-player board wargame published in 1978 by Tactical Studies Group/Operational Studies Group using designer Kevin Zucker's operational-level rule system. It simulates Napoleon's defense of France in early 1814 against the numerically superior forces of the Sixth Coalition, covering the Six Days' Campaign in which French forces mounted an aggressive defense and a series of counterattacks before ultimately falling back toward Paris. The game gives players command of the campaign at an operational rather than tactical level, focusing on the maneuver and attrition that defined Napoleon's last major campaign on French soil before his first abdication.
