Sharing a Host City: The Paralympic Movement's Long Road to Parity

For most of its first four decades the Paralympic movement had no guarantee of sharing an Olympic host city, let alone that city's venues. The 1964 Tokyo Games were held in the same city as that year's Olympics, but the arrangement was not consistent afterward; the 1968 Olympics were held in Mexico City while that year's Paralympic Games took place in Tel Aviv instead, a mismatch driven largely by host cities' inadequate accessible infrastructure rather than by any policy against a shared location. The relationship was only formalized in 2001, when the International Olympic Committee and International Paralympic Committee signed an agreement guaranteeing that any city bidding to host the Olympic Games would host the Paralympic Games afterward as well, a commitment that took effect starting with the Beijing Games in 2008.

Broadcast investment did more than any single policy change to grow the movement's public visibility. Channel 4's marketing campaign around the London 2012 Games, built around the slogan Meet the Superhumans, is widely credited with a marked rise in ticket sales and television audiences in the United Kingdom, and the London Games are commonly cited as a turning point in mainstream Paralympic coverage more broadly. Alongside that growth, the International Paralympic Committee has continually revised its athlete classification system, the framework grouping competitors by category and degree of impairment to keep competition fair, a system that has had to expand repeatedly as the number of participating sports and nations has grown.
