Quebec Libre

Political board game

Quebec Libre is a political board game published in 1978 by Simulations Canada and designed by Steve Newberg, simulating a hypothetical fragmentation of Canada along regional and political lines. Its title borrows Charles de Gaulle's 1967 Montreal declaration Vive le Quebec libre. Two to six players each take charge of a different Canadian region and negotiate over funding, popular support and political influence, managing values such as standard of living, popularity, unemployment, energy, production, taxation, consumption, exports and development, while random events add unpredictability to each region's fortunes. The game was Simulations Canada's only board game aimed outside its usual wargaming line, and it found buyers in neither camp: only about a thousand copies were printed, and Newberg later said it did not sell worth beans, with unsold stock eventually donated to schools as material for teaching Canadian civics and governance.
